A student team at the University of Ottawa, Faculty of Law, has completed a research report on the potential legal culpability of Canadian officials in relation to the transfer of detainees captured in Afghanistan to Afghan authorities, where those detainees were then tortured in Afghan custody. (In the interest of full disclosure, this project was part of the annual Foreign Policy Practicum that I supervise.) The report is a much more definitive and thorough treatment of the topic on which I blogged in November. It has been submitted to the House of Commons Special Committee on the Canadian Mission in Afghanistan. It is embedded below.
